Steven E. Brenner states, "The library has become the de facto standard library for creating Common Gateway Interface (CGI) scripts in the Perl language. The library makes CGI scripting in Perl easy enough for anyone to process forms and create dynamic Web content. Version 2.10 is the latest released version of New features in version 2 include support for file upload, improved robustness, and aids for debugging."

It was great at the time, but has basically taken over where left off. If you do not have a particular script that must use this module, then do not install it.

This used to be the de facto standard for CGI, but that was 1996! Today other modules are superior.
